Kabale Municipality under the leadership of the Member of Parliament Andrew Baryayanga Aja has been an orphan, according to members of the ruling party National resistance Movement-NRM in Kabale Municipality. They say have lacked proper representation in parliament for the last ten years, thus living like orphans.
The members also allege that only NRM legislators share on the national cake, and the fact that their MP is independent portrays them as orphans.
MP Baryayanga has been in parliament representing Kabale municipality on independent ticket since 2011. In 2011 he contested in NRM primaries and his votes were allegedly rigged which prompted him to contest on independent ticket that gave him victory.
He is among the 97 members of parliament who opposed the scrapping of article 102(b) in the Ugandan constitution in 2017.
While speaking on Saturday afternoon at Bishop Asili Memorial School in Kabale Municipality, Gen. Mutebile said he was willing to rescue the municipality and bring back the glory of NRM.
“Now that they called me to come and takeover, here I am. Ready to serve. I will serve all political parties, all religions including pagans,” Mutebile said.
“If elected, I won’t play in parliament like those you saw fighting and throwing chairs. I will mean business. I will drive ignorance, diseases and poverty out of Kabale municipality. It won’t be an orphan anymore” Mutebile added.
Mutebile Retired from the army on 31st July this year after successfully serving the country for 33 years as the commander of the engineering brigade which he structured himself in 1986.
Kabale municipality member of parliament seat has attracted a number of candidates like Maj. Gen Mutebile, Aja Baryayanga, Dr. Nicholas Kamara, Sheikh Kassim Kamugisha and Alex Muhwezi .
