Kibaale Council Meeting Flops over Lack of Quorum, CAO blames the speaker for lacking intellectual depth and curiosity

The Kibaale district council meeting was on Monday 23 12 2019 adjourned for a second time due to lack of quorum.

Among other items on the order paper, the council was expected to receive a report from the executive on allegations of sale of council used papers but council could not commence as most of the councilors turned up but refused to enter the council hall.

Councilors told our reporter that they were also protesting over delayed sitting allowances.

They were seen charting on the veranda.

The district speaker Disan Tumusiime entered the council hall at 2:08 pm but only three councilors including Katusiime Gertrude, Murubya Everest and Kanyenzi Hope were inside, prompting the speaker to adjourn for 15 minutes.

The speaker came back at 02:42pm, but only two councilors including Bategaka Gerald and the local council five chairperson, Amara Peter Salongo joined the four councilors making a total of six prompting the speaker to adjourn for the second time.

Tumusiime returned to the house at 3:42pm, but only nine councilors had responded but they could not make the quorum of the twenty five councils.

It was on this ground, the district speaker; Disan Tumusiime adjourned the council meeting to January 2020.

The LC5 chairperson Kibaale, Amara Peter described the adjournment as norm.

He denied the allegations of selling and loss of the district property including council papers and generator.

Sunday Kyoma Christopher the chief administrative officer – CAO Kibaale says the adjournment of council will definitely affect the district in terms of service delivery since one of the items on the order paper was to pass a supplementary budget for the financial year 2019/2020.

He blamed the district speaker, Disan Tumusiime for lacking intellectual depth and curiosity in handling council matters.
