KAMPALA – Legislators in the 10th Parliament have approved a request by State House of Uganda seeking for Shs47b as expenditure on inland travels by President Yoweri Museveni to sensitize Ugandans on poverty alleviation in 2021.

The request is contained in the 2020/2021 national budget framework paper that was adopted by Parliament, ahead of the scrutiny of the national budget in April 2020.

The report submitted by Patrick Isiagi, Vice Chairperson Budget Committee highlighted that officials from State House, led by Lucy Nakyobe, State House Comptroller asked Parliament to rein over the Ministry of Finance and see to it that the money is availed to enable the President fulfill his constitutional mandate.

According to the report, in the FY 2020/2021, State House projects an increase in the President’s in land activities in regard to mobilization of masses towards poverty reduction, peace and development.

To implement this activity, State House requires Shs47.072Bn but only Shs28.604Bn is provided leaving a funding gap of Shs18.5Bn.

While presenting the report, Isiagi said, “The Committee recommends that Shs18.5Bn be provided to enable the President execute his mandate conferred upon him by the Constitution.”

Parliament also approved the request by State House to provide Shs7.3Bn to establish and maintain the existing model villages across the country.

The Presidential Affairs Committee undertook on-spot assessment of selected model villages and appreciated the impact on livelihood and welfare that these model villages have on the Community.

During the on spot check, MPs observed that there are only 21 model villages in existence and efforts to ro11 out this intervention to more areas while continuing with the support of the existing ones has an indicative allocation of Shs1.032Bn against Shs8.332Bn desired leading to a funding gap of Shs7.3Bn.

Parliament then called on the Ministry of Finance to have special considerations accorded to the initiative by availing Shs7.3Bn to enable State House roll out the intervention to other parts of the Country.
