The Parish Development Model (PDM) is a government-led initiative in Uganda aimed at transforming subsistence households into the money economy and lifting 17.5 million Ugandans in 3.5 million households out of poverty.
Joveline Kalisa Kyomukama the Deputy National Coordinator of the Parish Development Model (PDM), has denounced the exploitation and mismanagement of the program by supervisors, local council leaders, and PDM committee leaders in Kagadi District.
Speaking to our reporter, Kalisa expressed concerns that the program’s implementation in Kagadi District deviates from its guiding seven pillars.

The Parish Development Model is based on seven fundamental pillars:
- Production, Storage, Processing and Marketing
- Infrastructure and Economic Services
- Financial Inclusion
- Social Services
- Mindset change
- Parish-Based Management and Information System
- Governance and Administration.
Accompanied by the Kagadi District RDC’s office and district leaders, Kalisa is conducting a district-wide assessment of the program’s progress and challenges, set to conclude on Tuesday next week.
She emphasized that President Yoweri Kaguta Museveni has directed district CAO’s offices to interdict and prosecute parish chiefs and supervisors hindering the program’s progress.
Kalisa advised beneficiaries who paid bribes to demand refunds and elect new PDM committees for effective performance.
She urged implementers and stakeholders to combat illegalities and remain loyal to the nation, hinting at potential increased funding for effective parishes following national consultations.
