An extra ordinary meeting convened at Labongo Layamo in Sub
County in Kitgum district on Monday flopped due to the arrest of the speaker,
Samuel Nokrach. Councilors arrived in time for the meeting and waited for the
speaker to turn up for hours in vain.
They tried to call Nokrach’s mobile phone but the number couldn’t go through,
which prompted them to check at his home. It later emerged that Nokrach was
locked up for his alleged involvement in a case of assault at Oryang parish in
Labongo Amida Sub County on Sunday.
Robert Oken, the Officer in Charge of Criminal Investigations Department at
Kitgum Central Police Station confirms Nokrach’s arrest. According to Oken, the
speaker was picked up for assaulting his father and brother in a property row.
The speaker has tentatively been charged with assault and domestic violence
under SD REF: 54/27/01/2020 pending his appearance before Kitgum
magistrate’s court.
The Labongo Amida Sub County LC III Chairperson, Wilfred Nyeko says the council
meeting had been convened to discuss pending issues earmarked for
deliberation in December last year.
He says the arrest of the speaker has affected council business since they lack
a deputy speaker. According to Nyeko, Nokrach replaced his predecessor Michael
Onencan who resigned from his position to serve as Amida West Sub County
interim chairperson.
Wilfred Nyeko says they are contemplating of convening an urgent executive
meeting to consult on the possibilities of recalling the former speaker chair
the impending council meeting.
