Police Canteen Manager Arrested Over Missing Accountability Documents

The manager of Exodus Police Canteen has been arrested on allegations of failing to provide accountability documents.

New Police SACCO Board Chairman Senior Commissioner of Police – SCP Wilson Omoding reportedly ordered for the arrest of the manager.

Sources at Naguru intimated to Uganda Radio Network – URN on Wednesday afternoon that Omoding arrested, Dicken Kamugisha after he failed to present documents of shillings 3 billion accumulated in food served to police directors.

URN last week broke a story of how Exodus Police Canteen was on the verge of collapsing due to food served to officers on credit since 2017. It was alleged that directors and other senior officers working in directorates based at police headquarters had refused to pay the debt for the food eaten on credit.

SCP Omoding was voted as new Exodus SACCO Board chairman in December last year. Upon receiving instruments of power last month, Omoding was informed that Exodus Police Canteen which is an investment arm of Police’s Exodus SACCO was demanding shilling 3 billion of food eaten on credit.

In a bid to demand for the money from top police leadership, Omoding approached Police Under Secretary, Rodgers Muhirwe. This, was intended to devise means in which the money would be paid and save the struggling canteen.

Muhirwe, in response, asked Omoding to present documents supporting the claim that indeed police directors and other police officers serving under various directorates had eaten the food on credit.

Omoding last week told URN that he tasked Police canteen management to prepare documents because he wanted the money to be paid. Muhirwe said he wanted proof that indeed the police officers ate the food.

Police officers at Naguru police headquarters said Omoding got tired of Kamugisha’s endless excuses on providing accountability papers and he ordered for his arrest. Kamugisha was swiftly escorted to Jinja Road police station where he is detained.

Omoding didnot respond to URN’s inquiries. Nevertheless, sources said Omoding had also ordered for the arrest of three senior officers at the rank of Assistant Superintendent of Police –ASP who were Kamugisha’s supervisors.
